The IR is being developed by Destination Brisbane Consortium, a joint venture with Star owning a 50% stake and Chow Tai Fook Enterprises and Far East Consortium holding the remaining 50%. The overall project cost is estimated at US$2.37 billion of which the IR was supposed to originally cost US$1.71 billion but that budget has been upped to US$1.91 billion.
